Witness for elopement

I'm eloping in cape may on 4-26 and my fiancee's sister in law was coming to apply for license and to ceremony as a witness. She cannot make it and now I have no clue on how to find a witness who can come 2 days. We live in Pennsylvania. We have a photographer but he cannot come on Monday to apply for license? Any help would be awesome
