What is the easiest/most cost efficient way to find an officiant to marry us?

My partner and I plan to elope on 4/19/19. We just want a simple, civil ceremony and I was under the impression the court provided officiants. When I called to ask some questions about obtaining our marriage license, I was told by the local circuit courts that they do not provide justice of peace ceremonies and I would need to outsource my officiant. I can’t seem to find an officiant that offers just a basic ceremony and signing the license/ filing the paperwork. If anyone has been through this process and done something similar, I would love to know how you and your partner went about it and/or which circuit courts in VA provide these services. We live in the Augusta county area if that helps.
