Hi there! The Grand Hotel of Cape May has gorgeous views, and you should also reach out to Flanders Hotel for pricing. Women's Civic Club of Stone Harbor just has a rental fee and you can hire your caterer separately, and The Inn at Salem Country Club also has some of the most affordable pricing I've seen!
Also have you taken a look at any country clubs in the area? Sometimes they'll have very reasonable rates! Take a look at the venues at The Newark Museum of Art, Atrium of Tenafly, The Graycliff, The Manor in West Orange, The Elan Catering and Events, Grill350, or off-peak times at Art Factory Studios in Paterson.
