Wedding Lead up events

I am trying to keep our wedding small, so there is a whole list of friends who won't be getting an invite, but I don't want them to feel like I am brushing them off as unimportant. I am wondering if it would be awkward (or even rude) to invite them to the leading events, such as the bridal shower, or wedding shower without inviting them to the actual ceremony.
