If you're thinking 20 guests or less then you could find a pretty spot for the ceremony followed by a restaurant reception! You can use OpenTable to find local restaurants with private dining rooms.

Have you found your venue yet? There are a two all-inclusive wedding venues that I've found that are very budget-friendly. Their smallest packages include catering, photography, wedding cake, etc. I was very impressed and am considering using them myself.
