According to AccuWeather, in August 2019 the temperatures in Portland ranged from 78.8°F - 96.8°F. It may be best to check out some historic temperatures on the site to see if this is typical enough of that month

So every year the Portland Parks and Rec allow people 1 month to apply for any outdoor park or outdoor venue of their choice. You submit your application pay the fees, and then wait for the registration period to end. Once the application process is done, the city will draw names at random and those people will get the first pick of their preferred venue and date. If you are not chosen for your date or venue at this time, you have to apply again in January when public registration opens.
