You could try BJ’s Wholesale, Costco or Sam’s Club. They sell things in bulk. You do need a membership but if you know someone with a membership you can go in with them. You can also try Target or Walmart. Good luck

Another option to consider is going to Home Goods, and finding a set you like. If they have the quantity you need, you're in luck! If not, take a picture or purchase one set, and see if you can find the quantity you need from the brand itself, or through Amazon.

Costco sells high quality heavy duty paper Chinet plates. They don’t carry plastic plates. But they do have heavy duty plastic silverware that won’t break as soon as you touch it.

I recently used "crown display" plastic plates and silverware I ordered from WalMart for work Christmas party and was pleased with how sturdy it was and looked nice too. It was around $35 for a 20 place setting of large plate, small plate, fork, spoon and knife.
