This is a really easy dress to make! I would look for a reputable dressmaker in your area and send them pics for a quote. There are lots of talented dressmakers on Etsy also, and you can check out their reviews/see examples of their work.

The dress itself is made of soft netting/ soft tulle with an applique at the bodice.

You could potentially purchase a used white dress and dye it, and buy the appliques of your choice and have a tailor sew them on.

Or

Purchase a bridesmaid dress in the fabric of choice, and have a tailor sew them on.

Or

Find a dress pattern you like (most will have the fabrics that are required) and speak to a tailor.

A majority of websites are scams and you will not get what you order. Check out prom dresses because this is a common style for those.
