Is it possible to see if one would learn the ceremony in ASL?
Or someone you know who uses ASL could get their license to perform marriages?

Ask those you know in the ASL local community who performed their weddings.

Did you ask about JP from acdhh.com, arizona commission for the deaf and hard of hearing? There are some written message forms as well as phone numbers to get special services which might involve interpretation, whether from a Justice of the peace or at a court house referral list. I found ones through MH, MA, and NY state associations, so it seems likely AZ has lists.
