Is anyone worried about attendance of guests due to COVID? The numbers are rising steadily here and I’m worried about where we will be in 23 days...

Hi Jill! I've definitely heard other brides expressing similar concerns, especially if the local situation is changing quickly! Here's another discussion about it you can check out: covid wedding (lower turnout that normal?)
I think the best things you can do is continue to check in with anyone who still hasn't replied yet, make sure to put all the social distancing steps you're taking on your website (to help reassure your guests), and also think about offering an option to stream the ceremony!
