Can't Find What I'm Looking For

I'm still in the VERY early stages of wedding planning, so date and everything is flexible and nor until 2023, but I've been looking into reception venues. I think we pretty much know where the ceremony will be, (Joliet) but we will not be having the reception there because of price. We're in our 20's, and like 90% of people our age, we can't afford much. So I was looking at getting potentially renting a reception venue and then getting some inexpensive catering (Olive Garden, etc.) since we don't want to spend $50+ per person on food. There'll be ~100 guests so our main expense will be food. The problem is, I can't seem to find any reception venues in a 20 mile radius that allows outside catering, which I think is bizarre since Joliet is a fairly big city and a Chicago suburb. And since many people do have outside catering at their weddings. Does anyone have any venue suggestions or suggestions on where to look? I'm just really frustrated at this point. Any help is greatly appreciated. Please and thank you!
