Am i just a little delusional on budget?

It's not true that you have to cover those costs. You can obviously choose to pay for services or you can simply give people the option of taking advantage of the convenience of a vendor to whom you provide access, but at their own expense. Contrary to popular belief what you can't do either way is require professional hair and makeup. Some women might prefer to DIY, some don't wear makeup at all, and some might opt to use their own salon or person. As long as they are there on time for photos and to assist you on the day, that's their prerogative.

I too am covering hair and makeup for my 5 and was shocked by the prices. We're getting married in Puerto Rico this summer and total for hair and makeup is $1660. And this was on the less expensive side
