Alterations in the nw Area

Hello fellow brides. I am looking for recommendations for seamstresses in the Seattle/Snohomish County area. I just need my dress to be shortened and do not want to spend a lot. It has 4 layers; tule, lace, and 2 underskirts. Davids Bridal gave me a rough estimate of $120-$300, but I'm not sure if that's the best I can do. I'm on a tight budget so I'm afraid of overspending on hemming my gown. I tried calling local seamstress but most of them were hesitant on giving me an estimate. Thus, I'm not sure what to do.
