You can fill out the application online but you and your future spouse will both have to appear in person at a probate court office with valid photo ID!!

Thank you so much for responding! I already found out the information I needed; the State of Alabama no longer requires people to fill out a marriage license form, and they no longer issue marriage licenses. They have a marriage certificate form that you can fill out, have notarized, and it can be submitted in person or by mail, along with the filing fee! I got this information from the county probate office where we are planning to wed.
