I think your best bet with that budget is to look at park venues (many have historical sites or barns to rent), a community center or hall.

Take a look at eventective.com for venues that allow outside catering. Also parks department owned venues. They nearly all have tables/chairs/kitchen available

I recommend looking into places that aren’t there just to be wedding venues. Our ceremony will be at a state park and is literally $100! Our reception is at a local park, where we’ll be setting up event rentals.
